About ITRC

ITRC is a state-led coalition working together with industry and stakeholders to achieve regulatory acceptance of environmental technologies. ITRC consists of 50 states, the District of Columbia, multiple federal partners, industry participants, and other stakeholders, cooperating to break down barriers and reduce compliance costs, making it easier to use new technologies, and helping states maximize resources. ITRC brings together a diverse mix of environmental experts and stakeholders from both the public and private sectors to broaden and deepen technical knowledge and streamline the regulation of new environmental technologies. ITRC accomplishes its mission in two ways: it develops guidance documents and training courses to meet the needs of both regulators and environmental consultants, and it works with state representatives to ensure that ITRC products and services have maximum impact among state environmental agencies and technology users. ITRC originated in 1995 from a previous initiative by the Western Governors' Association (WGA). In January 1999, it affiliated with the Environmental Research Institute of the States (ERIS). ERIS is a 501(c)3 nonprofit educational subsidiary of the Environmental Council of the States (ECOS). ITRC receives regional support from WGA and the Southern States Energy Board (SSEB) and financial support from the U.S. Department of Energy, the U.S. Department of Defense, and the U.S. Environmental Protection Agency.

Benefits
The benefits that ITRC offers to state regulators and technology developers, vendors, and users include

  • helping regulators build their knowledge base and raise their confidence about new environmental technologies
  • helping regulators save time and money when evaluating environmental technologies
  • guiding technology developers in the collection of performance data to satisfy the requirements of multiple states
  • helping technology vendors avoid the time and expense of conducting duplicative and costly demonstrations
  • providing a reliable network among members of the environmental community to focus on innovative environmental technologies

Technical Teams
ITRC technical work teams develop guidance documents and both classroom and Internet-based training courses to meet the information needs of regulatory staff, technology vendors, and environmental consultants. These products help state environmental agencies gain valuable technical knowledge and develop consistent regulatory approaches for reviewing and approving specific technologies. State regulators lead ITRC technical teams, which rely on broad-based participation from federal agencies, industry, academia, and other stakeholders in building collective knowledge and collaborative products. ITRC's Strategic Plan sets forth the principles that guide decision making and the solutions that are developed every day by ITRC and helps clarify priorities and position ITRC to seize new opportunities and satisfy the needs of its customers.

State Engagement Program
The State Engagement Program ensures that ITRC technical documents are available, understood, and used. It also promotes multistate concurrence on the documents and collects examples of ITRC's successes. States active in ITRC assign a staff member from their environmental agencies to serve as ITRC Points of Contact. SSEB and WGA each host a program advisor who supports state engagement.

Governance
ITRC operates as a committee of the Environmental Research Institute of the States (ERIS), a Section 501(c)(3) public charity that supports the Environmental Council of the States (ECOS) through its educational and research activities aimed at improving the environment in the United States and providing a forum for state environmental policy makers.
