The Environmental Council of the States (ECOS) (www.ecos.org) is accepting applications for a program manager to serve as the Interstate Technology & Regulatory Council (ITRC) Director and to perform other work as needed at the organization.

About ECOS

ECOS is the national non-profit, non-partisan association of state and territorial environmental leaders. The purpose of ECOS is to improve the environmental capabilities of state environmental agencies and their leaders to protect and improve human health and the environment of the United States. To facilitate that, staff work with state environmental directors to champion the role of states, provide for the exchange of ideas, foster cooperation and coordination, and articulate state positions to federal agencies, Congress, and the public.

ITRC is a public-private coalition working to reduce barriers to the use of innovative environmental technologies that reduce compliance costs and maximize cleanup efficacy (www.itrcweb.org). ITRC produces documents and training that broaden and deepen technical knowledge and expedite quality regulatory decision making while protecting human health and the environment. ITRC achieves its mission through its technical teams, which are composed of environmental professionals, including state and federal environmental regulators, federal agency representatives, industry experts, community stakeholders, and academia. Since 1995, ITRC has published hundreds of documents and reached tens of thousands of participants through training courses on hundreds of topics. With private and public sector members from all 50 states and the District of Columbia, ITRC truly provides a national perspective. ITRC operates under the Environmental Research Institute of the States (ERIS), the 501(c)(3) education and research arm of ECOS (www.ecos.org/section/eris).

Job Description

The ITRC Director coordinates and manages the day-to-day activities of ITRC and ensures that the overall objectives of ITRC are being achieved and the work scope is being implemented. The ITRC Director oversees staff supporting ITRC and interacts with all components of ITRC and ECOS. The ITRC Director is the primary liaison between ITRC and state governments, state and federal agencies, public organizations, and industry or private sector. Other responsibilities include, but are not limited to, the following:

  • Developing, negotiating, and managing all contracts supporting the ITRC mission, including ensuring contractor review, performance, and compliance.
  • Managing the activities of ITRC Teams as they produce guidance documents and training classes.
  • Preparing proposals, budgets, and reports for ITRC and ITRC funding agencies and organizations.
  • Providing frequent updates and briefings to the ITRC Board of Advisors, federal sponsors, ITRC members, ECOS, and ERIS.
  • Implementing the strategic direction, leadership initiatives, and technical programs approved by the ITRC Board of Advisors and maintaining regular communication with the Board Co-Chairs.
  • Soliciting new and diverse funding sources.
  • Outreach to state, federal, industry, or the private sector and public and tribal stakeholder partners.
  • Advancing the relevance of ITRC to the ECOS membership through relationships with ECOS staff, participation at ECOS meetings, and coordination of ITRC activities with ECOS activities.

The program manager serving as ITRC Director reports to the ECOS Executive Director and implements direction provided by the ITRC Board of Advisors.

Salary for this position is dependent upon qualifications and ranges from $95,000 to $105,000. Competitive benefits are also provided.

Minimum Qualifications

  • Graduate degree with at least five years of experience in environmental area or in other government-related work; or undergraduate degree with at least 10 years applicable experience.
  • Experience working with governmental agencies.
  • Experience with remediation technologies and emerging trends.
  • Proven track record with fundraising and managing budgets.
  • Excellent internal and external oral and written communication and organization skills.
  • Ability to work independently on project work and as a team member with colleagues on broader issues.
  • High degree of personal accountability and motivation.
  • Ability to work on many projects simultaneously and to prioritize tasks.
  • Experience overseeing internal staff and managing external contractors and contributors.

Other Qualifications

  • Experience working with the Department of Defense, the Department of Energy, or the Environmental Protection Agency preferred.
  • Experience working with and implementing direction from an advisory board and external groups preferred.
  • Experience with strategic planning and program visioning preferred.
  • Experience organizing substantive conferences preferred.
